Containment Zone Operating Procedures

Section I > Introduction
This document is designed to inform all personnel, including members of the Scientific Department, Military Police, Security Department, and Mobile Task Forces, about the restrictions that apply within all containment zones. All members of these parties must be familiar with the contents of this document to ensure mutual understanding of all situations within the containment zones. Failure to comply with this document may result in punishment by the respective command team. Any updates to this document may or may not be announced. If you have any inquiries or suggestions concerning this document, please forward them to a member of the Scientific Department High Command.
Section II > Cleanroom Regulations
To ensure the safety of the Cleanrooms, there are regulations put in place. The Military Police, Security Department, and Scientific Department are required to abide by these rules unless instructed otherwise by an Overseer or in special circumstances. The Cleanrooms are located within the Civil Sector in the Hamilton Complex.
Personnel of the aforementioned parties reserves the right to contact the Military Police, Security Department, or Scientific Department Command for any misconduct within the Cleanrooms.
“Misconduct” is defined as the violation of internal documentation from said department(s) or higher documentation, such as that of the Code of Ethics.
Members of the Military Police and Security Department escorts hold authority over Scientific Department personnel whilst in the Cleanrooms, having authority to postpone and/or cancel tests & orders when necessary under the proper bounds.
If orders seem unreasonable, Scientific Department personnel may challenge said orders and report the issue(s) to the respective command.
Military Police personnel must have a valid reason to cancel tests, and explain the reason upon request. (i.e. Test host goes rogue, unethical suspicion, etc)
In the case that Scientific Department personnel wish to conduct a mass event (12+ personnel in total, or extending the Class-D minimums) within the Cleanrooms, Security Department Command should be informed a minimum of 30 minutes prior to the event taking place.
Should there be a total of 8+ Class-D personnel within a test, the minimum time changes from 30 minutes to 60 minutes so that the Security Department have adequate time to prepare.
Scientific Department personnel are forbidden from freely entering the Clean Rooms unless they are with a combative escort.
Security Class 4 Personnel may enter the Cleanrooms without an escort but must have a proper reason to do so.
Military Police personnel are authorized to dismiss themselves from tests in the situation they must respond to a rogue, a hostage, or under the orders of Military Police Command.
Should the Security Department escort(s) be able to utilize the containment controls, then Military Police personnel may dismiss themselves for any reason.
In the scenario that Military Police personnel are unable to properly brief/escort a test within the Cleanrooms, Security Department personnel ranking Security Junior or above may brief in place of Military Police personnel. This should only be done if Military Police personnel fail to be present on-site, or at the Cleanrooms checkpoint.
Scientific Department personnel may request Military Police via the in-game radio, and if none are online, the test can proceed with base Security Department escort(s).
Class-D are to be briefed on their role(s) once you arrive inside the room you will be using.
Section III > Light Containment Zone Procedures
The Light Containment Zone houses a majority of the site's sapient anomalies and possesses heightened restrictions in Comparison to the Cleanrooms. The Light Containment Zone is located within the Pit and is governed by Eta-9 and the Military Police. Military Police personnel, Mobile Task Forces personnel and Scientific Department personnel are required to follow all rules listed below unless exempted by an Overseer or under special circumstances.
Personnel of the Military Police, Mobile Task Forces and Scientific Department reserve the prerogative to contact their respective Command for any misconduct within the Medium Containment Zone.
“Misconduct” is defined as the violation of internal documentation from said department(s) or higher documentation, such as that of the Code of Ethics.
Members of the Mobile Task Forces/Military Police hold authority over the Scientific Department personnel whilst within the Light Containment Zone.
Scientific Department personnel have no right to challenge the orders of Mobile Task Forces/Military Police personnel but can gather evidence for submission to the respective command(s) if violations of regulations are present.
Mobile Task Forces/Military Police personnel may cancel a test for any proper reason.
Primary authority over LCZ rests on Eta-9, with MP being the first individuals to contact for LCZ test escorting.
Members of the Scientific Department reserve the right to request for Protocol “Possible Breach” to be activated when conducting a test that has the possibility of breaching containment.
In the case that Scientific Department members wish to conduct a mass test (12+ personnel in total, or extending the Class-D minimums), Eta-9/MP Command should be informed a minimum of one hour before hosting.
Non-command personnel will be prohibited from entering the Light Containment Zone outside of testing or spectating events. High Command may enter the Light Containment Zone, however, must have valid reasoning and must have a combative escort.
ScD command may request for an escort into LCZ for events such as seminars
Members of the Mobile Task Forces/Military Police will have full authority over all doors entering the inner containment chamber at all times during this event, and controls are not to be used by any member of the Scientific Department. Any control panels that control the SCP's containment features inside the cell are allowed to be used by Scientific Department personnel.
In the event of a breach, Scientific Department personnel are required to evacuate the Light Containment Zone and proceed to the top of the Pit or beyond, or follow all orders from the escorting Eta-9/MP personnel.
In the scenario that MP personnel are unable to properly brief/escort a test within the Light Containment Zone, Eta-9 may take over as the escorting party. This should only be done if MP personnel fail to be present on-site, or after a proper request is sent to the Joint Departmental Communications Server.
Scientific Department personnel may request MP/Eta-9 via the in-game radio, and if none are online, then a request with the Discord features may be made.
All current provisions regarding requesting personnel for testing can be found under the 'Pinned' section of the #event-request channel in the Joint Departmental Communications Server.

Section IV > Medium Containment Zone Procedures
The Medium Containment Zone houses the more dangerous sapient anomalies with a higher security rating than the Light Containment Zone and is located within the Pit. Members of the Mobile Task Force govern the Medium Containment Zone and final authority rests within the Mobile Task Forces Command and Scientific Department High Command concerning discrepancies. Both Mobile Task Forces personnel and Scientific Department personnel are required to follow all rules listed below unless exempted by an Overseer or under special circumstances.

In the scenario that Eta-9 personnel are unable to properly brief/escort a test within the Medium Containment Zone, Mobile Task Forces personnel from other Task Forces may attend as the escorting party. This should only be done if Eta-9 personnel fail to be present on-site, or after a proper request is sent to the Joint Departmental Communications Server.
Scientific Department personnel may request Eta-9 via the in-game radio, and if none are online, then a request with the Discord features may be made.

Section V > Heavy Containment Zone Procedures
The Heavy Containment Zone houses the site's most dangerous anomalies and possesses the most restrictive permissions and is located within the Pit. Mobile Task Force members govern the Heavy Containment Zone, final authority rests within Mobile Task Forces Command and Scientific Department High Command concerning the operations of this containment zone. Both groups are required to honor all rules listed below unless exempted by an Overseer or under special circumstances.
Personnel of both the Mobile Task Forces and Scientific Department reserve the prerogative to contact their respective Command for any misconduct within the Heavy Containment Zone.
“Misconduct” is defined as the violation of internal documentation from said department(s) or higher documentation, such as that of the Code of Ethics.
Members of the Mobile Task Forces hold authority over the Scientific Department personnel whilst within the Heavy Containment Zone.
Scientific Department personnel have no right to challenge the orders of Mobile Task Forces personnel but can gather evidence for submission to the respective command(s) if violations of regulations are present.
Mobile Task Forces personnel may cancel a test for any proper reason.
Members of the Scientific Department reserve the right to request for Protocol “Possible Breach” to be activated when conducting a test that has the possibility of breaching containment.
In the case that Scientific Department members wish to conduct a mass test (12+ personnel in total, or extending the Class-D minimums), Eta-9 Command should be informed a minimum of one hour before hosting.
Members of the Mobile Task Forces will have full authority over all doors entering the inner containment chamber at all times during this event, and controls are not to be used by any member of the Scientific Department. Any control panels that control the SCP's containment features inside the cell are allowed to be used by Scientific Department personnel.

ScD command may request for an escort into HCZ for events such as seminars.
In the event of a breach, Scientific Department personnel are required to evacuate the Heavy Containment Zone and proceed to the top of the Pit or beyond, or follow all orders from the escorting Eta-9 personnel.
In the scenario that Eta-9 personnel are unable to properly brief/escort a test within the Heavy Containment Zone, the test must be cancelled as all HCZ tests require Eta-9's presence.
Scientific Department personnel may request Eta-9 via the in-game radio, and if none are online, then a request with the Discord features may be made.

Section VI > Anomaly Treatment
This section serves the purpose of granting rights to Scientific Department personnel in the event of experimentation, as well as providing general provisions regarding the treatment of anomalies within testing bounds.
During a test, Scientific Department personnel reserve the ability to change the anomaly in testing provided there is a proper reason for doing such.
“Proper reason” is defined as when anomalies are unavailable, orders from Scientific Department Command, or when the test no longer has enough Class-D to gain results from the original anomaly.
Members of the Scientific Department, regardless of rank, may enter the inner containment chambers of friendly anomalies within the Cleanrooms provided there is no immediate danger within the containment chamber, or information within the Science Hub notes the SCP as a friendly SCP.
Military Police personnel or escorting Security Department personnel may request that Scientific Department personnel leave the inner chamber of an anomaly provided there is valid reasoning to do so.
In the case that an order from a Scientific Department personnel may result in injury to the anomaly being tested, Military Police personnel reserve the right to cancel the order to prevent harm to the SCP. Should the anomaly be harmed, a report to the Ethics Committee is to be made for violation of the Code of Ethics.
